MCBA directly engages lawmakers and participates in Congressional and industry working groups and roundtables, hosts briefings, and offers testimony in Congressional hearings. In 2019, MCBA strengthened its DC presence to ensure that equity is a cornerstone of the federal cannabis framework. We actively work with members of Congress and industry to shape emerging federal law. In addition to directly engaging lawmakers, MCBA participates in Congressional and industry working groups.

State Policy
The Minority Cannabis Business Association’s Model State Adult-use Legislation (“Model State Legislation”) gives states, and by extension the public, guidance to implement cannabis policies to promote equity and community reinvestment after a decades-long war on drugs.

Local Policy
MCBA created a Model Municipal Ordinance—a set of model policy recommendations for lawmakers and cannabis regulators designed to ensure equitable participation in the cannabis industry by individuals disproportionately impacted by cannabis prohibition. It serves as a resource for counties and municipalities seeking to create equity programs as they establish the licensing framework for the commercial production, manufacturing, distribution and sale of cannabis in states that have legalized these activities.
